Limits for a new student
The contact name is shown to a student who is blocked or has used all of their answers. Daily limits reset at midnight in the time zone, and "today" and "this month" are counted in it.

Prices
What each use is charged at, in US dollars. A cost is worked out when it happens and kept with that answer or test, so a new price only changes what new usage costs: past answers keep the price they were charged at.
